Important Message to
Referees - Public Liability Insurance in Unaffiliated Football
Referees registered with London FA are covered with Public Liability
Insurance for all forms of refereeing that they are involved in
within the county. The policy provides referees with Public
Liability protection and cover for incidents or unforeseen accidents
that may accrue whilst they are officiating in football in this
county. Should they wish to review the scope of cover, they should
ask the Middlesex County FA (which administers the scheme on behalf
of London FA) office for a copy of the policy wording.
However, it is essential for referees to be aware that this Public
Liability Insurance is only valid in football that is appropriately
sanctioned and affiliated with London FA or another County FA or The
Football Association. If they referee in any form of football that
is not affiliated to either a County FA or The FA and an incident
arises, unfortunately they will not be covered by our Public
Liability Insurance and the London FA will not be able to support
them through disciplinary action against players and clubs.
As a County FA, we feel that we have a responsibility to ensure that
registered referees are aware of the risks that they place
themselves in through refereeing unaffiliated football. It is
important to realise that in recent times there are a growing number
of leagues and teams that are unaffiliated in all formats of the
game, including both 11-a-side and 5-a-side football.
It is also important to note that Rule 9(a) of The FA Regulations
for the Registration and Control of Referees states that:
“Registered Referees shall not officiate in any Competition, which
is not sanctioned, or Match in which unaffiliated clubs compete.”
London FA could decide to take action against any referee in the
county who is found to be officiating in unaffiliated or
unsanctioned football.
We would suggest that referees should check with their competitions
to ensure that they are appropriately affiliated and sanctioned with
either The FA or a County FA by asking the competition secretary for
the affiliation number. If they have any concerns or queries on the
affiliation of a competition then please contact London FA to
verify.
